I've heard that their are others such as 'pinnacle game profiler' but I don't believe there's a free version of it and it doesn't seem as though it will work any better. Anyways, it's still possible to get the game to work with the controller, but you'll have to use a third party program called xpadder. I presume the reason might be because games like double agent was released some time in 2006 and the wireless 360 gamepad (for windows) didn't come out until 2010 and by that time Ubisoft had long abandoned support for the game. You can't even set up the controls manually because the game will not acknowledge the pad.

So it turns out that indeed the wired version of the 360 controller works with the game out of the box however, for whatever reason the game doesn't support the wireless controller at all. Okay, I know this thread is very old, but I wanted to post this here just in case anyone would happen to stumble across this page (like I did) when searching for a solution for the Xbox 360 WIRELESS gamepad for windows issue.
